The Scientific Advisory Committee is solely an advisory body,
formed of invited eminent national and international scientific
personalities, academicians and industry experts in the field
of:
- Measurement sciences, Quality and reliability of electronic
systems.
- Electricity Meters, Metering standards and Systems,
Revenue protection, Water and Gas flow meters and its
application in utilities.
- Laboratory Systems and practices in the field of Calibration
and Testing.
- Training and Education to working Engineers in Utilities.
SAC advises on the latest scientific and technological progress
in the field of measurement systems, legal metrological aspects,
applicable standards, regulations and practices, to assess
their implications for the YMPL and recommend to YMPL Board
of Directors. SAC also oversee and evaluate YMPL's work and
its alignment to its Mission.

1. Dr. Rainer Bergeest
Rainer Bergeest was born in Hamburg, Germany, on August
29, 1938. He received the Dipl.-Ing. degree in electrical
engineering in 1966 and the Dr.-Ing. degree in 1972, both
from Technische Universität Braunschweig, Germany.
He started work at Physikalisch-Technische Bundesanstalt
(PTB), Braunschweig, Germany, in 1968. From 1981 until 2003
he was in charge of the PTB laboratory for electricity meters,
which maintains the German national reference standard for
AC power and energy.
After reaching the age of superannuation he is retired
from PTB since September 2003.
After being retired he was engaged in a peer review of
the quality system at NPL India, New Delhi, in some areas
of the Electricity Division during one week.

Mr. Alan James Dick
Presently with Lecmet Consulting, London, Mr. Alan James
Dick is an expert in metering and related subjects. He has
been associated with metering and measurement for over 30
years and has been working with Electricity Association,
UK; The Electricity Council, UK; London Electricity and
is Chairman, BSI Technical Committee PEL/13 (Electricity
Meters), Convenor/Chairman, NM Group of experts on metering
standards, EURELECTRIC and Member of many professional organisations
and committees.
3. Dr. R. B. Misra
Dr.
Misra is Professor of Reliability Engineering at Reliability
Engineering Centre, Indian Institute of Technology, Kharagpur.
He obtained B.E. (Elect. Engg.), M.Tech. (Power System Engg.)
from Visvesvaraya Regional College of Engineering, Nagpur
and Ph. D. in Reliability Engineering from Roorkee University.
He carried out his Post Doctoral Research at University
of Ottawa, Canada . He has over 28 years of experience in
teaching of electrical engineering, system reliability,
software reliability and power system Reliability courses
to undergraduate and postgraduate students. He has guided
10 scholars for Ph.D. at IIT Kharagpur and has published
more than 100 papers in his area of specialization in national
and international journals and conference proceedings. He
has delivered invited lectures within India and abroad on
system reliability and software reliability. He has coordinated
a number of R&D and consultancy projects for Dept. of
Defence, Dept. of Space and private and public sector organizations
on reliability assessment and improvement of electrical
and electronic equipments/systems. He is a Fellow of Institution
of Engineers (India) and a Senior Member of IEEE (USA).
4. Mr. Iwanusiw Oleh W.
He
received Bachelor of Science Degree in Electrical Engineering,
from the Engineering Faculty, University of Alberta, Edmonton,
Alberta. He is a Member of The Association of Professional
Engineers of Ontario (APEO) and life member of Institute
of Electrical and Electronic Engineers (IEEE).
Presently engaged as an Independent Consultant.
Qualifications were acquired during more than 40 years
of electric utility research and industrial experience in
increasingly responsible positions. These dealt with the
operation of a standards laboratory for electrical quantities;
conducting research and measurements on the electric power
system and equipment installed on the system; and integrating
the requirements of international customers in the electric
power industry with available technologies to provide instrumentation
solutions
5. Mr. Mata Prasad
Mr. Mata Prasad was born on 3rd April 1932. He has total
47 years of experience in power system design, planning,
and O&M, design and engineering of large hydro and thermal
power plants, design and engineering of EHV AC and HVDC
Transmission system of the state and central power grid
and system integration of the regional grids on all India
basis. Mr. Mata Prasad is a B.Sc. in electrical engineering from
Banaras Hindu University.
He has a long list of membership like Fellow of Institution
of Engineers (I), Senior Member of IEEE (USA), Distinguished
Member of CIGRE (France), Fellow of National Academy of
Engineering (FNAE), Member of Programme Advisory Committee
on "Electrical Electronics and Computer Engg"
of Deptt. of Science and Technology (DSE) Govt. Of India,
Member of DST-TIFAC with CII (Confederation of Indian Industry),
Member of "Advisory Committee on R&D" of PGCIL.
He received number of rewards, like CBIP Golden Jubilee
Award in 1983 by Hon'ble Union Power Minister, NPSC Award
of "Excellence in Power System Management" by
Hon'ble Union Minister of Power in 1990, "Distinguished
Member" of CIGRE Award in 1996 by CIGRE France, Cigre
Technical Committee Award for "Outstanding Contribution
to SC 14: HVDC and Power Electronics", Institution
of Engineers (I) Scroll of Honour as "Eminent Engineer"
in 1997 by Minister of Power, West Bengal Government, CEA
Silver Jubilee Celebrations Award for "Excellence in
Design & Engineering of Power Sector" on 2000 by
Hon'ble Prime Minister.
6. Mr. Sanjaya Singhal

Sanjaya Singhal, Managing Director, Secure Meters Ltd.,
has worked in the energy metering and utility revenue protection
fields for over 14 years.
Sanjaya specializes in industrial R&D and business
strategy. His previous assignments included senior management
positions in chemicals, agrochemicals and computer businesses
and CEO of a metering company in UK.
He has presented papers in diverse fields of science and
engineering including chemical plant safety, hazard analysis
and operational reliability. He is a recognized expert in
the area of metering and utility revenue protection as applied
in developing and developed countries and has published
/ presented many papers in this field.
